The Every Child Matters Green Paper consultation endorsed five outcomes that children and young people indicated they cared most about.

These are universal ambitions for every child and young person, whatever their background or circumstances.
As a result of the consultation all local authorities will maintain a Children’s Services department that will deliver the five outcomes. Education services will have responsibility across all five outcomes along with health care and social services.
Making Sense of Health is a curriculum initiative supported by the Department of Health and the Department for Education and Skills in response to Every Child Matters. Making Sense of Health aims to empower young people to make informed decisions about their health by choosing an appropriate lifestyle, to make good use of the National Health Service and to engage with community health issues.
